You take ownership of one of the two core pillars within a large-scale, strategic NIS2 program. While your counterpart focuses on translating NIS2 regulations into an organization-wide framework, your mandate is the concrete transformation: infrastructure, legacy systems, processes, and organizational readiness. This is not a paper exercise, but a hands-on, execution-driven program with real operational impact.
You operate at the intersection of strategy, risk, IT transformation, and governance, working with senior management, technical teams, and external partners. You report directly to the Change Manager and the NIS2 steering committee at management and executive level.
What you’ll do
- You are end-to-end responsible for one of the two pillars of the NIS2 program, focusing on the risk-based implementation and transition trajectories across infrastructure, systems, and organization.
- You lead multiple, large project teams and coordinate a wide range of internal and external stakeholders, ensuring smooth collaboration and clear accountability.
- You define and manage the overall program roadmap, budget, and resource planning, and ensure delivery within agreed scope, timing, and financial boundaries.
- You set clear priorities, take decisions decisively when required, and escalate where necessary to safeguard progress.
- You apply appropriate program management methodologies for a complex, strategic transformation of this scale.
- You prepare decision-making at management and executive level, and report progress to the Change Manager and NIS2 steering committee.
- You build and maintain dashboards and reporting that give stakeholders continuous insight into progress, risks, and dependencies.
- You prepare the organization for upcoming NIS2 audits and certification, ensuring readiness from both a technical and organizational perspective.
- You actively coach and support medior and junior project managers within the program.
What are we looking for?
- You have extensive experience leading large, strategic change and transformation programs, preferably in complex IT or infrastructure environments.
- You bring proven, hands-on experience with NIS2 regulation and risk-based security transformations.
- You have a strong background in program management, including budget ownership, resource planning, risk and issue management.
- You are comfortable operating at strategic stakeholder level, including management and executive committees.

- You are fluent in Dutch at CEFR level C2.
Nice to have
- You have experience working in public-sector or government contexts, including public procurement environments.
- You are familiar with program and project management frameworks such as Prince2, PMBOK, MSP, Agile or Scrum.
- You have working knowledge of ITIL and IT service management concepts.
