Vil du bruke erfaring fra internasjonal finans til å mobilisere mer kapital til utviklingsformål? 

Norad søker en fagdirektør som forstår hvordan kapital beveger seg, hvordan investorer vurderer risiko og avkastning, og hvordan offentlige virkemidler kan brukes mer katalytisk. Vi ser etter en erfaren profil fra kapitalforvaltning, private equity, investment banking, utviklingsfinansiering eller tilsvarende internasjonale finansmiljøer, som vil være med på å utvikle nye partnerskap og finansieringsmodeller for utvikling.

Norsk og internasjonal bistand må i økende grad bidra til å utløse kapital utover offentlige bistandsmidler. Norad skal styrke arbeidet med å mobilisere institusjonelle og kommersielle investorer til bærekraftige investeringer i utviklingsland, særlig i Afrika og andre fremvoksende markeder.

Vi ser etter en erfaren finansprofil som kan bidra til å videreutvikle Norads faglige arbeid i skjæringspunktet mellom utviklingspolitikk, investeringer, næringsliv og internasjonale partnerskap. 

Stillingen ligger i seksjon for partnerskap, som har ansvar for Norads arbeid med privat sektor, kapitalmobilisering og samarbeid med norske og internasjonale finansaktører. Seksjonen samarbeider tett med alle fagmiljøene i Norad, og har også tett samarbeid med Utenriksdepartementet, utenriksstasjonene, multilaterale utviklingsbanker, utviklingsfinansieringsinstitusjoner, investorer, stiftelser og næringslivsaktører. 

Som fagdirektør vil du ha en sentral rolle i å utvikle Norads faglige posisjon og operative arbeid innen kapitalmobilisering og investeringsrettede partnerskap. Du vil bidra med finansfaglig vurdering, strategisk rådgivning, ekstern dialog og intern kompetansebygging. 

Stillingen krever både tung finansfaglig forståelse og god rolleforståelse for offentlig forvaltning, utviklingspolitiske mål og Norads mandat. 


Arbeidsoppgaver

Du vil blant annet: 

  • lede og videreutvikle Norads faglige arbeid med kapitalmobilisering, investeringspartnerskap og privat sektor som utviklingspolitisk virkemiddel 
  • gi strategiske og finansfaglige råd til Norads ledelse, Utenriksdepartementet og utenriksstasjoner 
  • analysere og vurdere finansielle initiativer, investeringsplattformer og partnerskapsmodeller med potensial for å mobilisere kapital til utviklingsland 
  • bidra til å utvikle Norads samarbeid med investorer, fondsmiljøer, utviklingsbanker, utviklingsfinansieringsinstitusjoner, stiftelser, næringslivsaktører og fagmiljøer 
  • vurdere kommersiell realisme, investorinteresse, markedsmessig gjennomførbarhet, risiko og utviklingseffekt i aktuelle initiativer 
  • bidra til at tilskuddsmidler og andre bistandsvirkemidler brukes mer strategisk og katalytisk i samspill med privat og institusjonell kapital 
  • representere Norad i relevante møter, prosesser og faglige fora nasjonalt og internasjonalt 
  • bidra til å styrke Norads interne kompetanse om finans, investeringer, kapitalmarkeder, fond, private equity og kapitalmobilisering 

Andre oppgaver kan bli lagt til stillingen ved behov. Noe reisevirksomhet må påregnes.

Kvalifikasjoner

Vi stiller krav om at du har:

  • relevant høyere utdanning, for eksempel innen finans, økonomi, samfunnsøkonomi, strategi, jus eller andre relevante fag. Særlig relevant erfaring kan kompensere for deler av utdanningskravet 
  • betydelig og dokumentert erfaring fra internasjonal finans, investeringer, kapitalforvaltning, investment banking og/eller multilateral utviklingsfinansiering
  • god forståelse av investeringsbeslutninger, finansiell analyse, transaksjoner, risiko, avkastningskrav, kapitalstrukturer og investorlogikk 
  • erfaring med strategisk rådgivning, analysearbeid og dialog med senior beslutningstakere 
  • erfaring med å bygge nye fagområder, utvikle strategier eller etablere nye samarbeidsformer 
  • meget god muntlig og skriftlig fremstillingsevne på norsk og engelsk 

I tillegg er det er fordel om du har:

  • erfaring fra private markeder, fondsinvesteringer, direkteinvesteringer, aktivt eierskap, investeringskomiteer eller strukturering av finansielle produkter 
  • erfaring fra arbeid med institusjonelle investorer, banker, utviklingsfinansieringsinstitusjoner eller større internasjonale finansmiljøer 
  • kjennskap til blended finance, impact investment, utviklingsfinansiering eller kapitalmobilisering i utviklingsland 
  • erfaring fra fremvoksende markeder, særlig Afrika 
  • erfaring med strategiske partnerskap mellom offentlig sektor, finanssektor, næringsliv, stiftelser eller internasjonale organisasjoner 
  • kjennskap til norsk utviklingspolitikk, multilaterale utviklingsbanker eller relevante internasjonale utviklingsaktører

Stillingen er fast og lønnes i stillingskode 1538 fagdirektør i lønnsspenn kr. 880 000 - kr. 1 050 000,- per år. Innplassering skjer på bakgrunn av kompetanse og erfaring.

I Nav bygger vi ting som skal leve. Du vil samarbeide tett med fagfolk og eksperter på relevante fagområder; jurister, designere, statsvitere mfl. som alle ønsker å skape den beste mulige løsningen for våre brukere. Vi dyrker tverrfaglig samarbeid, og vi ønsker og forventer at utviklerne tar en sentral rolle i å forme løsningen fra tidlig idé til en levende løsning i produksjon.

Du vil jobbe i et av teamene som har ansvaret for Infotrygd en sentral løsning for mange av Navs ytelser. Årlig utbetales det om lag 530 milliarder gjennom våre egenutviklede løsninger.

Vi står foran en meget spennende periode der Nav utvikler nye endringsdyktige løsninger, samtidige som vi må ha fullt fokus på dagens løsninger. Dette vil gjøres ved at dagens løsning stegvis vil erstattes av nye løsninger bygget på andre, og mer moderne teknologier. Teamene innen Infotrygd i Nav har et helhetlig ansvar for våre eksisterende løsninger og teknologier, samt bistå teamene som utvikler de fremtidige løsninger.


Arbeidsoppgaver

  • Din hovedoppgave vil være å jobbe som utvikler i et tverrfaglig produktteam i Nav bestående av flere fagdisipliner, som jurister, fagressurser, designere og utviklere. Du vil samarbeide tett med utviklere som også jobber på andre teknologier som java og kotlin
  • Teamet jobber primært med vedlikehold, videreutvikling og lovendringer i Infotrygd
  • Du vil være en viktig bidragsyter på veien over mot nye teknologiske løsninger, ved å tilrettelegge eksisterende kode for denne endringsreisen
  • Du skal være med og videreutvikle vårt sterke fagmiljø
  • Du vil få store faglige utfordringer og muligheter til å utforme sentrale IT-løsninger i Norge
  • Du vil også ha mulighet til å jobbe med applikasjonsdrift avhengig av din kompetanse og interesse.

Kvalifikasjoner

Du må ha:

  • Du må ha relevant høyere utdanning, minimum på bachelor-nivå eller tilsvarende relevant erfaring kan kompensere for manglende formell utdanning
  • Du må ha jobbet aktivt med COBOL, CICS og SQL/DB2 utvikling innenfor de siste seks årene.
  • Du må være kvalitetsbevisst i forhold til koden du leverer med hensyn på sporbarhet, overvåkning og testing, og du skriver endringsdyktig kode som er enkel å teste og forstå for andre
  • Du må ha erfaring med å jobbe i team som utvikler

ERTMS (European Rail Traffic Management System) er et standardisert digitalt signalsystem som skal erstatte dagens nasjonale jernbanesystemer i Europa. Alle kontraktsrådgivere jobber i prosjekt og bidrar til at prosjektmålene blir oppfylt. Du vil få ansvaret for å lede arbeidet med den løpende oppfølgingen av entreprisekontrakter og øvrige kontrakter.
I tillegg vil du:
  • Delta i prosjektenes samlede kontraktarbeid, som omfatter strategiarbeid, gjennomføring av anskaffelser og oppfølging av løpende kontrakter.
  • Være en sentral ressurs som jobber på tvers av flere faglige disipliner.
  • Være en fagressurs innenfor anskaffelses- og oppfølgingsområdet i vid forstand.

 PhD - Investigating R-plasmid-mediated transfer of antimicrobial resistance in major fish pathogens

About the position

Nord University, campus Bodø, has a three-year PhD position tenable at the Faculty of Biosciences and Aquaculture. The position is available starting 2nd January 2027. The hired PhD candidate is expected to complete the doctoral work within three years, which should include research training (PhD courses), carrying out laboratory experiments, data analysis, and writing three scientific articles together with summarising all the work into a PhD thesis.

Antimicrobial resistance (AMR) is one of the greatest health threats facing humanity, farm and pet animals including aqua-cultured organisms. Some bacterial fish pathogens have been shown to carry plasmids having AMR genes that render disease control a major challenge in aquaculture. The aim of this PhD study is to investigate the role of plasmid mediated horizontal gene transfer (HGT) in the spread of AMR genes in major bacterial fish pathogens. 

The PhD candidate will work in a cross-multidisciplinary team combining Microbiology and Bioinformatics skills to gain in-depth understanding of plasmid mediated conjugative transfer of AMR genes. Using archived bacterial isolates, the candidate will characterize AMR genes found in different plasmids followed by conjugative experiments to determine their potential transfer to bacterial pathogens of farmed fish. The candidate will also carry out bioinformatics analysis to elucidate the underlying HGT mechanisms of the AMR genes. The PhD candidate is expected to work with scientists at the Norwegian University of Life Sciences (NMBU), and other Institutions in Norway.

Qualification requirements

  • You must have a Master of Science (MSc) degree in Microbiology, Molecular Biology or Biotechnology. The grades for the MSc degree must be ‘B’ or better, both for the programme in total and the master’s thesis (ECTS scale from A-E)
  • Your education (Bachelor’s and MSc degree) must be equivalent to the five years Norwegian degree program with 120 credits at the MSc degree level 
  • Strong background in bacteriology with documented knowledge of antimicrobial resistance is preferred

Project proposal

  • The applicant is required to prepare a preliminary project proposal for the given research topic explaining the core problem, objectives, methodological approach and expected outcomes. Inland School of Business and Social Sciences, The PhD programme Innovation in Services in the Public and Private Sectors (INSEPP), invites candidates to apply for a 3-year PhD research fellowship, to work with the broad field of crisis preparedness and crisis management within a framework of governance and organizational innovation. Depending on the department`s needs, and the candidate`s competence and preferences, the position may be transformed into a four-year position with 25% teaching duties.

The purpose of the PhD Research Fellowship for the admitted candidate is to undergo a research training programme that leads to the successful completion of a doctoral degree. Admission to the PhD programme is a prerequisite for employment. The candidate is expected to participate actively in INSEPP’s activities. About the project

The topic of this PhD project is the management of cyber resilience and vulnerability towards hybrid threats during prolonged crises and heightened geopolitical tensions. Illustrations of such vulnerabilities are, but not limited to, telecommunications networks and state-level digital platforms, which have potentially far-reaching consequences for governance, national security, and public service continuity. The project is placed within a broader context of innovation, with a particular emphasis on organizational and institutional innovative change based on the concept of total preparedness. A basic assumption of the project is that crisis conditions can be critical drivers of such innovation. Empirically, the project employs a comparative case study design, examining Norway’s highly digitized (but) peacetime context with other more volatile contexts. One relevant context in particular is the Ukraine’s experience of sustained cyber-attacks related to the war with Russia. Ukraine’s experience since 2022 provides a unique setting for studying cyber resilience under prolonged crisis, where continuity has been sustained through innovative state practices, expanded roles for private actors, international partnerships, and reliance on multinational technology providers. The case study will moreover take into account the multi-level governance aspects of total preparedness, including NATO, the EU, the Nordics, in addition to national levels of governance. The project is interdisciplinary and opens for a variety of scientific methods being used, such as interviews, surveys, fieldwork and document analysis.

We are seeking a candidate both with interests in and being highly motivated for doing research related to governance, organization, international relations and security policies, and for contributing to a collegium of researchers focusing on crisis preparedness and crisis management.


Qualifications

The appointed candidate must qualify for admission to the university's PhD programme Innovation in Services in the Public and Private
Sectors (INSEPP).

You must have the following qualifications:

  • A master's degree or equivalent education in political science, international relations, comparative politics, public administration and
    public policy or other disciplines relevant to the position.
  • The master's degree must normally constitute 120 ECTS credits, including a master's thesis of at least 30 ECTS credits.
  • A strong academic background from your previous studies. The average grade should normally be B or better from the master's
    program or equivalent education.


If you have an education from abroad, please attach documentation of recognition of foreign higher education from the Norwegian
Directorate for Higher Education and Skills. If the requested documentation is not possible to obtain within the application deadline, an
equivalent assessment can be made by INN University in connection with the recruitment process.

Furthermore, emphasis will be placed on the applicant's:

  • Academic and personal qualifications to complete doctoral education within the employment period.
  • Ability to work independently and purposefully, as well as to collaborate on research, publishing and, potentially, teaching
    tasks.

Language:

  • Good proficiency in English, both oral and written. Applicants from non-English speaking countries must document their English

    Preferably, the candidates should also have good proficiency in one of the Scandinavian languages, as the project requires
    being able to read and analyze Norwegian documents.

About the position

Inland School of Business and Social SciencesThe PhD programme Innovation in Services in the Public and Private Sectors (INSEPP), invites candidates to apply for a fully funded 3-year PhD research fellowship in sustainable finance. Depending on the department’s needs, and the candidate’s competence and preferences, the position may be transformed into a four-year position with 25% teaching duties.

The purpose of the PhD Research Fellowship is for the admitted candidate to undergo research training programme that lead to the successful completion of a doctoral degree. Admission to the PhD programme is a prerequisite for employment. The candidate is expected to participate actively in INSEPP’s activities. After commencement, the candidate must apply for admission to the PhD programme within three months. An agreement for admission to the PhD programme must be in place within six months after commencement.

The PhD candidates will be a part of an international team of innovation researchers at University of Inland Norway (INN). The candidate will be part of the Department of Business Administration and is expected to be an active member of the Business Analytics Research Group. In addition to INSEPP, these environments represent a valuable resource for PhD studies.

About the project

The project, ESG Frameworks and Climate Transition, focuses on evaluating regulatory applications, transition instruments, and reporting impacts.

As ESG frameworks evolve, they provide greater transparency into corporate sustainability. ESG reporting standards, like the Global Reporting Initiative (GRI), Sustainability Accounting Standards Board (SASB), and others provide specific guidelines for reporting ESG issues. Task Force on Climate-related Financial Disclosures (TCFD focuses on climate-related financial disclosures, where requiring companies to publish climate change-related (CCR) risks and opportunities.

However, the connection between ESG reporting and the implementation of effective climate transition strategies remains fragmented. Businesses struggle to align their ESG disclosures with actionable climate solutions, such as carbon pricing mechanisms, green bonds, and renewable energy projects. Furthermore, a limited understanding of climate transition instruments and their integration into corporate sustainability strategies poses a significant barrier to achieving net-zero emissions goals.

We are seeking a candidate with a focus on sustainability in finance to explore the following possible research topics, such as:

  1. How do ESG regulatory frameworks apply to corporations?
  2. What are the most effective climate transition instruments, and how are they integrated into sustainability strategies?
  3. How does ESG reporting affect a company’s access to climate transition instruments?

We are looking for candidates that are highly motivated for research in the field of sustainable finance, with the following preferred experience:

  • Research & analytical skills.
  • Understanding of ESG & climate instruments.
  • Quantitative & qualitative research methods.
  • Previous experience in fiscal policy on green investment, sustainability reporting, ESG analysis, or corporate sustainability is a plus.

Center for Research on Digitalization and Sustainability (CREDS), a part of University of Inland Norway (INN), invites candidates to apply for a three-year PhD research fellowship: Challenges of Scaling Practice-Based Initiatives across Governance Levels in the Public Sector. The position is connected to the field of innovation studies focusing on public sector services, with particular attention to how practice-based initiatives with demonstrated effects often fail to scale, stabilize, or become institutionally embedded across governance levels. About the project

The PhD research fellow will join an international team of researchers at CREDS, Inland School of Business and Social Sciences. The project addresses a persistent and underexplored challenge in public sector innovation: why practice-based innovations that demonstrate strong local effects often fail to scale, stabilize, or become institutionally embedded across governance levels.


The project focuses empirically on practice-based qualification pathways (e.g., within health care) targeting individuals at risk of social exclusion. The project will follow innovation initiatives in public sector that test practice-based pilot initiatives to address complex societal challenges. While such initiatives often demonstrate clear positive outcomes, they frequently encounter significant barriers when attempts are made to articulate, legitimize, and scale them within broader institutional and governance structures. As such, the project will investigate how structural tensions arise from differing rationalities, how complexity arise across levels of governance, the role of meaning-making processes, and experience of paradox situations.


Candidates are encouraged to define their own research design within this theme. This includes developing the specific research questions, theoretical perspective, empirical focus, and methodological approach in dialogue with the supervisory team and the academic
environment at CREDS. A broad range of methodological approaches is relevant for the theme, including qualitative case studies, action research, system dynamics modelling, and more. Please note that the project may later be modified in accordance with the supervisors’
advice and the academic research agenda of CREDS. The successful candidate will have a primary supervisor among CREDS’ academic staff.


Qualifications

  • The candidate must have a master’s degree and thesis on a relevant topic.
  • The master's degree must normally constitute 120 ECTS credits. INN’s PhD regulations
    require that the qualifying education includes a master’s thesis of 30 ECTS. As a rule, the
    average grade at master’s level must be B.
  • The qualifying degree(s) must be awarded from institutions in Norway, the EU/EEA or
    Switzerland, or from an international institution accredited by AACSB, AMBA and/or
    EQUIS. Where applicable, candidates should specify such accreditation in the
    application.
  • Candidates who have not yet obtained the master’s degree at the time of application may
    apply. In this case, candidates must have submitted their master’s thesis by the
    application deadline. Temporary transcripts and the master’s thesis must be submitted
