What we are looking for:

NRC Europe (Belgium) is seeking a seasoned Senior EU Policy and Advocacy Adviser to shape and elevate our advocacy towards the EU and its Member States across NRC's priority themes. In this role, you will drive forward NRC's global strategic ambitions while strengthening policy influence and advocacy capability across country and regional teams.

What you will be doing:

You'll play a key role in driving our mission forward. Your main areas of focus will include:

Policy and Advocacy

  • Lead on global advocacy priorities efforts targeting the EU and its Member States initiated by Head Office, Regional, Country Offices and/or other NRC representation offices.
  • Monitor relevant EU/MS foreign policy developments affecting NRC's work, provide analysis to support NRC's understanding of EU/MS policies and processes, identify opportunities for influencing and informing NRC advocacy strategy and policy development.
  • Propose, initiate, and implement advocacy initiatives geared to influence the policies and practices of the European Union and the Member States as part of NRC advocacy strategies.
  • Advise, inform, and support the development of global policies and/or country-specific advocacy strategies and recommendations in collaboration with other NRC Representation offices, Advocacy Advisers, and Managers.
  • Draft and disseminate high quality advocacy products: briefings, talking points, speeches, letters, reports, position papers, and other written materials for internal and external use as agreed.
  • Organise or coordinate visits from field colleagues to Brussels to support NRC's advocacy objectives.
  • Effectively liaise internally with file-holders to ensure coordination, consistency, and alignment of NRC messages with NRC's global policy positions and objectives.

Liaison and representation

  • Develop and maintain constructive relationships with representatives of EU and Member State's institutions on specific workstream.
  • Work closely with other humanitarian NGOs and networks in the context of joint advocacy initiatives at EU and Member States level.
  • Represent NRC in various meetings and international fora.
  • Act as a main focal point on EU policies for relevant areas of responsibilities.

Development

  • Act as the in-house specialist in relation to delegated areas of Advocacy provision (country context or theme specific, and/or interlocutor specific) and provide advice, guidance to senior NRC colleagues (e.g., NRC Representation Office Directors, NRC Country/Regional Directors, and Heads of Programme, Secretary-General's Office).
  • Provide technical support, advice, guidance, and capacity building to NRC in-country advocacy leads and to colleagues in other NRC offices in relation to own specialist and lead areas of advocacy.
  • Contribute to further increase NRC's profile on the EU scene including, when relevant, through strategic use of media and social media.

What you will bring:

  • University degree or equivalent qualification in international relations, law, or social studies.
  • At least 7-10 years of professional experience in humanitarian settings and complex crises.
  • Demonstrated experience in leading humanitarian advocacy strategies that impact on major institutional decision makers.
  • Previous experience in representing NGO's, donors, or UN agencies in formal settings.
  • Understanding and interest in EU foreign policy, European institutions, and processes.

  • Previous experience in drafting speeches, talking points, and position papers. Good research and analytical skills.

About the position

Position as PhD Research Fellow in Mobile Robotics available at the Department of Technology Systems, in collaboration with the Norwegian Defence Research Establishment (FFI)

Starting date no later than 1st of September 2026.

The fellowship period is three years.

A fourth year may be considered and it will involve 25 % of other career-promoting work. Other career-promoting work may consist of teaching, supervision, and/or re-search assistance. This is dependent upon the qualification of the applicant and the current need of the Department.

No one can be appointed for more than one PhD Research Fellowship period at the University of Oslo.


More about the position / Project description

The PhD research fellow will work in the Autosender project, which is a collaborative project between the Department of Technology Systems at the University of Oslo and the Norwegian Defence Research Establishment (FFI). The project aims to enhance current multi-sensor situational awareness systems integrating them with a new autonomous unmanned ground vehicle capable of navigating Norwegian forest environments. The main goal of the project is to develop and implement an intelli-gent autonomous solution that can deploy and retrieve sensor nodes efficiently, targeting dual-use applications for both military and civilian purposes. The fellow will mainly work on robot development and autonomous navigation but based on the interests of the PhD fellow there are also opportunities to investigate planning and optimization of sensor placement, human-robot interaction, operation in winter and arctic conditions, as well as use of communication nodes in addition to the sensor packages.


Qualifications

The Faculty of Mathematics and Natural Sciences has a strategic ambition to be among Europe’s leading communities for research, education and innovation. Candidates for these fellowships will be selected in accordance with this and expected to be in the upper segment of their class with respect to academic credentials.

Required qualifications:

  • Master’s degree or equivalent in robotics, computer science, mechanical engi-neering, electrical engineering or related fields.
  • Foreign completed degree (M.Sc.-level) corresponding to a minimum of four years in the Norwegian educational system
  • Fluent oral and written communication skills in English and a Scandinavian language (due to security and safety requirements for field experiments)
  • The candidate must fulfil the requirements for a Norwegian security clearance
    Candidates without a master’s degree have until 1st of July 2025 to complete the final exam.

Desired qualifications:

  • Experience in areas such as machine learning, computer vision, control sys-tems, perception, control engineering, or autonomous systems
  • Familiarity with ROS (Robot Operating System) and programming languages like Python or C++
  • Experience working with robots or other physical mechatronics equipment 
  • Experience with designing and building robots or mechatronics systems, pref-erably using rapid prototyping techniques like 3D printing
  • Demonstrated interest and enthusiasm for robotics and related technologies
  • Previous involvement in research projects (with or without publication)

Language requirement:

  • Good oral and written communication skills in English, as well as a Scandinavian Language

Grade requirements:
The norm is as follows:

  • The average grade point for courses included in the Bachelor’s degree must be C or better in the Norwegian educational system
  • The average grade point for courses included in the Master’s degree must be B or better in the Norwegian educational system
  • The Master’s thesis must have the grade B or better in the Norwegian educa-tional system

About the position

The Geotechnical Engineering Group at the Department of Civil and Environmental Engineering, NTNU, has a vacancy for a 3-year PhD position for research on developing Energy Geostructures (EGs) as a retrofitting solution for existing buildings with a special focus on energy micropiles. The Geotechnical Engineering Group and is well known for its work in the field of quick clays, slope stability, energy geostructures and advanced numerical methods. The group has a modern geotechnical laboratory as well as drill rigs and equipment for advanced field work.

This project is a part of EU funded MSCA Doctoral Network called GENIUS (Energy Geostructures Integration: Buildings, Infrastructure and Underground Storage). GENIUS will train the doctoral candidates to become pioneering experts in conceptualization, design and implementation of energy geostructure (EG) applications for heating/cooling buildings and thermal energy storage. The main objective is to investigate the conversion of micropile foundations into EGs to provide heating/cooling to existing buildings in dense urban areas. The specific objectives of the research project are (1) Reviewing the various existing micropiles solutions available in the market. (2) Numerical study of selected micropile products by employing heat exchangers. (3) Laboratory-scale trials to investigate thermal efficiency and thermo-mechanical performance. (4) Field scale study of selected micropile designs under varying thermal and structural loads.

About the project

GENIUS pioneers a comprehensive approach to address the biggest global challenge the energy sector is facing: the transition to renewable-based, energy-efficient heating and cooling systems. Space heating and cooling currently makes up the world's largest energy sector, accounting for approximately 50 % of the final energy consumption. This figure is expected to grow rapidly over the coming decades due to economic and population growth, and inevitable increase in urbanisation. At the same time, the world is experiencing one of the most severe global energy crises in history, impacting fossil fuels’ availability and cost. 

More than ever, there is an urgent need for innovative technologies to harvest renewable energy resources, to decrease our dependence on fossil fuels. Energy Geostructures (EGs) represent an effective means to meet the world request of less dependence on unsustainable resources by being designed as dual-purpose elements targeting geothermal heat exchange and structural support for buildings.  Yet, their wider use has been hindered by the lack of (i) sustainable expertise pipeline in the field of energy geotechnology, (ii) technical knowledge regarding the integration of energy geostructures to buildings and infrastructure, (iii) scientific knowledge for the integration of energy geostructures with other underground structures.

GENIUS is Funded by the European Union as a part of the Horizon Europe Programme, Marie Sklodowska-Curie Actions Doctoral Networks 2024, GENIUS will train fifteen Doctoral Candidates as the next generation of researchers to become pioneers in integrating energy geostructures within urban systems—contributing directly to Europe’s climate-neutral future. 


Duties of the position

Required selection criteria

  • You must have a relevant master’s degree in Geotechnical Engineering. Your course of study must correspond to a five-year Norwegian course, where 120 credits have been obtained at master's level. Master students can apply, but the master's degree must be obtained and documented before starting the position
  • You must have a strong academic background from your previous studies and have an average grade from your Master's degree study, or equivalent education, which is equal to B or better compared to NTNU's grading scale. If you do not have letter grades from previous studies, you must have an equally good academic foundation. If you have a weaker grade background, you may be considered if you can document that you are particularly suitable for a PhD education
  • Relevant experience in the field of thermo-hydro-mechanical (THM) behavior of soils and/or Energy Geostructures (EGs)
  • You must meet the requirements for admission to the faculty's Doctoral Programme
  • You must be able to provide proof of English proficiency at the time of interview. You can meet the English language proficiency requirements: if you have a degree that was taught and assessed in English or a certificate of English language test (such as IELTS, TOEFL) with high score

In the position of PhD Candidate, code 1017, your gross salary will normally be NOK 550 800,- per annum depending on qualifications and seniority. A 2 % statutory contribution to the State Pension Fund is deducted from the salary. 

The employment period is 3 years to complete the doctoral work. There is no possibility of further extension to the employment after 3 years. The position is conditional on external funding.

For employment as a PhD Candidate, it is a prerequisite that you gain admission to the PhD programme in engineering within three months of your employment contract start date, and that you participate in an organized doctoral programme throughout the period of employment.

About the position

The Geotechnical Engineering Group at the Department of Civil and Environmental Engineering, NTNU, has a vacancy for a 3-year PhD position for research on deicing of roads by utilising shallow geothermal energy for Norwegian ground and climatic conditions. The Geotechnical Engineering Group is well known for its work in the field of quick clays, slope stability, energy geostructures and advanced numerical methods. The group has a modern geotechnical laboratory as well as drill rigs and equipment for advanced field work.

This project is a part of EU funded MSCA Doctoral Network called GENIUS (Energy Geostructures Integration: Buildings, Infrastructure and Underground Storage). GENIUS will train the doctoral candidates to become pioneering experts in conceptualization, design and implementation of energy geostructure (EG) applications for heating/cooling buildings and thermal energy storage. The main aim of this project is to investigate the possibility of using geothermal energy, coming from EGs close to the road, to limit or prevent icing and damage to roads. The specific objectives of the research project are (i) Identify different climatic areas relevant to the study and characterize weather conditions to be used as boundary and initial conditions in modelling; (ii) Develop thermo-hydro-mechanical ( THM) model considering the climatic conditions to investigate feasibility and efficiency of the EG technology; (iii) (3) Develop THM numerical model to investigate the road damage mitigation through the proposed EG based technology.

About the project

GENIUS pioneers a comprehensive approach to address the biggest global challenge the energy sector is facing: the transition to renewable-based, energy-efficient heating and cooling systems. Space heating and cooling currently makes up the world's largest energy sector, accounting for approximately 50 % of the final energy consumption. This figure is expected to grow rapidly over the coming decades due to economic and population growth, and inevitable increase in urbanisation. At the same time, the world is experiencing one of the most severe global energy crises in history, impacting fossil fuels’ availability and cost.

More than ever, there is an urgent need for innovative technologies to harvest renewable energy resources, to decrease our dependence on fossil fuels. Energy Geostructures (EGs) represent an effective means to meet the world request of less dependence on unsustainable resources by being designed as dual-purpose elements targeting geothermal heat exchange and structural support for buildings. Yet, their wider use has been hindered by the lack of (i) sustainable expertise pipeline in the field of energy geotechnology, (ii) technical knowledge regarding the integration of energy geostructures to buildings and infrastructure, (iii) scientific knowledge for the integration of energy geostructures with other underground structures.

GENIUS is Funded by the European Union as a part of the Horizon Europe Programme, Marie Sklodowska-Curie Actions Doctoral Networks 2024, GENIUS will train fifteen Doctoral Candidates as the next generation of researchers to become pioneers in integrating energy geostructures within urban systems - contributing directly to Europe’s climate-neutral future.

Required selection criteria

  • You must have a relevant master’s degree in geotechnical engineering. Your course of study must correspond to a five-year Norwegian course, where 120 credits have been obtained at master's level. Master students can apply, but the master's degree must be obtained and documented before starting the position
  • You must have a strong academic background from your previous studies and have an average grade from your master's degree study, or equivalent education, which is equal to B or better compared to NTNU's grading scale. If you do not have letter grades from previous studies, you must have an equally good academic foundation. If you have a weaker grade background, you may be considered if you can document that you are particularly suitable for a PhD education
  • Relevant experience in the field of thermo-hydro-mechanical (THM) behavior of soils and/or Energy Geostructures (EGs)
  • You must meet the requirements for admission to the faculty's Doctoral Programme
  • You must be able to provide proof of English proficiency at the time of interview. You can meet the English language proficiency requirements: if you have a degree that was taught and assessed in English or a certificate of English language test (such as IELTS, TOEFL) with high score
  • Being able to provide proof of meeting the Mobility Rule of EU MCSA which requires the candidate must not have resided or carried out their main activity – work, studies, etc. – in Norway for more than 12 months in the 36 months immediately before their recruitment date
  • You must not be in possession of a doctoral degree on the recruitment date
