Doel

Als Expert Overheidsopdrachten stel je aankoopdossiers op volgens de onderhandelingsprocedure, je geeft advies en begeleidt de opvangcentra en de diensten bij de voorbereiding van hun overheidsopdrachten (lokale aankopen).

Context 

De dienst Overheidsopdrachten maakt deel uit van de directie Alemene Diensten op de hoofdzetrel van Fedasil. De dienst bestaat uit 13 medewerkers (NL/FR).

Je controleert de dossiers die de diensten en de centra hebben opgesteld en draagt bij tot de verbetering van aankoopprocedures/overheidsopdrachten binnen het Agentschap.

Je werkt binnen de dienst Overheidsopdrachten die onder de directie Algemene diensten valt.

Je stelt overheidsopdrachten op volgens de onderhandelingsprocedure, van A tot Z.

Advies, contact en controle (lokale aankopen)

Je adviseert en begeleidt de opvangcentra en de diensten bij de voorbereiding van hun aankopen, meer bepaald door hun vragen te beantwoorden en door actief jouw kennis inzake `overheidsopdrachten' te delen.

Je draagt bij tot de verbetering van de interne procedures `interne overheidsopdrachten' binnen het Agentschap, door mogelijke verbeteringen aan te brengen.

Je zorgt ervoor dat je de juiste opleidingen volgt en over de vereiste kennis beschikt voor het uitoefenen van jouw functies.

Je controleert de dossiers die de diensten en de centra hebben uitgevoerd, enerzijds met behulp van de beschikbare templates, je analyseert onder andere of de procedure gerespecteerd is en de wetgeving overheidsopdrachten toegepast is, en anderzijds door de opvolging van deze dossiers te verzekeren door de diensten en centra te helpen hun dossiers binnen redelijke termijnen af te sluiten. 

Reporting

Je zorgt voor een systematische reporting van de dossiers die je behandelt door de codering in de desbetreffende databanken. Je zorgt voor een correcte elektronische en papieren archivering van de dossiers die je behandelt.

Je verzamelt en levert statistieken in verband met de opdrachten die je behandelt. 

Je hebt een bijzondere interesse voor Fedasil, zijn werking, waarden en doelgroep. Voor meer info: raadpleeg www.fedasil.be

Je wordt aangeworven op het niveau B1 met de loonschaal die voor jou van toepassing is. Het minimum bruto maandsalaris bedraagt €  3.031,30 (startsalaris zonder anciënniteit op basis van een voltijdse arbeidsovereenkomst, aan de huidige index). La commune d'Auderghem cherche à s'adjoindre les services d'un·e collaborateur·trice (h/f/x) de niveau B à temps plein.

Il s'agit d'une fonction aux tâches variées que l'on pourrait découper en quatre volets distincts quoique parfaitement interconnectés.

Un volet pédagogique
Un des aspects majeurs de cette fonction sera de soutenir les enseignants qui viendront à l'annexe Collin avec leurs élèves.  
Ce soutien pourra prendre diverses formes en fonction des situations mais consistera pour l'essentiel en trois tâches cruciales:
- Soutien à la gestion de groupe.  Il s'agit ici de travailler en co-enseignement avec le ou la titulaire de classe et de prendre sa place pleine et entière dans la gestion des élèves, de la discipline, de la formation de groupes, de la surveillance des temps de pause, de la gestion des conflits,... 
- Soutien à l'activité proposée par le ou la titulaire de classe.  Les enseignants viendront parfois avec une idée précise de leçon à mener à l'annexe Collin.  Il convient dans ce cadre de collaborer avec eux activement selon leurs besoins, dans un esprit de co-enseignement toujours, en prenant en charge par exemple un atelier dirigé, le soutien à des élèves qui éprouveraient quelques difficultés, ou en facilitant la leçon avec le matériel disponible sur place ou vos propres connaissances du sujet abordé.
- Propositions d'activités. Outre le soutien que vous apporterez à vos collègues, vous proposerez également des activités pensées, préparées et dirigées par vous-même.  Pour ces leçons, vous pourrez soit être l'animateur principal (en ayant cependant pensé au rôle que pourront jouer les titulaires dans un esprit de co-enseignement), soit l'animateur exclusif d'un demi-groupe (votre collègue titulaire de classe ayant alors charge de l'autre demi-groupe et portant une activité différente conçue par ses soins).

Outre les compétences pédagogiques et de gestion de groupe évidente dont il faudra faire preuve, une autre qualité indispensable à cette fonction est liée aux capacités relationnelles et d'adaptation de l'agent.  En effet, il s'agira de mener, avec l'ensemble des titulaires de classe, des collaborations fructueuses et respectueuses, prenant en considération les besoins parfois diamétralement opposés d'enfants allant de la classe d'accueil à la sixième primaire.
