Call for contributions: surveys to shape the future of the Europass Certificate Supplement
The Europass Certificate Supplement is a document accompanying vocational education and training (VET) or professional certificates issued by the competent authorities in each country. It aims to help employers, educational and training institutions, recognition bodies and other stakeholders understand the qualification’s purpose, level, learning outcomes, and the corresponding national educational or training system. This document serves to improve qualifications transparency across borders and sectors, supporting employability and mobility.

We invite you to participate in a short survey designed to gather valuable insights that will serve as input to revising the Europass Certificate Supplement. The revision is to ensure it remains relevant to today’s labour market and society, and to improve the ways it serves the needs of individuals and organisations alike.
The aim of the surveys is two-fold. First, to gather information on the current use of the Certificate Supplement, including any challenges in issuing or using it. Second, to provide the opportunity to give feedback on its future, including but not limited to its digitalisation, its structure, and possibilities for expanding its use cases.

Background information
The Europass Certificate Supplement (CS) template was developed more than 20 years ago and became part of the first Europass Decision of 15 December 2004. Annex VI of this Decision contained a description and a common structure for the CS. The Europass Decision of 18 April 2018, which repealed and replaced the Decision of 2004, does not any longer contain a detailed description of the CS. Instead it refers to Europass Supplements in its article 2, in which a Europass supplement is defined as “a document attached to a vocational education and training or professional certificate issued by the competent authorities or bodies, in order to make it easier for third persons – particularly in another country – to understand the learning outcomes acquired by the holder of the qualification, as well as the nature, level, context, content and status of the education and training completed and skills acquired”.
The CS presents, in one page, the main characteristics of VET qualifications, also including a short presentation of the main expected learning outcomes. The CS is normally published in the national language and in one or more foreign languages, usually including at least English, and where relevant also other languages (e.g. of neighbouring countries). However, certificate supplements are not systematically updated across countries, contain learning outcomes descriptions of varying quality, and are usually not available in an open digital format.
This survey is launched as part of the work of a joint project group of the European Qualifications Framework Advisory Group and the Europass Advisory Groups (AG). The final aim of the project group is to propose an approach for the possible revision of the Europass Certificate Supplement, the role of national CS inventories, the scope of the CS and options for its possible digitalisation. This work builds on the work on short description of learning outcomes which led to the publication of guidelines in 2024.
