What we are looking for:
NRC Europe (Belgium) is seeking a seasoned Senior EU Policy and Advocacy Adviser to shape and elevate our advocacy towards the EU and its Member States across NRC's priority themes. In this role, you will drive forward NRC's global strategic ambitions while strengthening policy influence and advocacy capability across country and regional teams.
What you will be doing:
You'll play a key role in driving our mission forward. Your main areas of focus will include:
Policy and Advocacy
- Lead on global advocacy priorities efforts targeting the EU and its Member States initiated by Head Office, Regional, Country Offices and/or other NRC representation offices.
- Monitor relevant EU/MS foreign policy developments affecting NRC's work, provide analysis to support NRC's understanding of EU/MS policies and processes, identify opportunities for influencing and informing NRC advocacy strategy and policy development.
- Propose, initiate, and implement advocacy initiatives geared to influence the policies and practices of the European Union and the Member States as part of NRC advocacy strategies.
- Advise, inform, and support the development of global policies and/or country-specific advocacy strategies and recommendations in collaboration with other NRC Representation offices, Advocacy Advisers, and Managers.
- Draft and disseminate high quality advocacy products: briefings, talking points, speeches, letters, reports, position papers, and other written materials for internal and external use as agreed.
- Organise or coordinate visits from field colleagues to Brussels to support NRC's advocacy objectives.
- Effectively liaise internally with file-holders to ensure coordination, consistency, and alignment of NRC messages with NRC's global policy positions and objectives.
Liaison and representation
- Develop and maintain constructive relationships with representatives of EU and Member State's institutions on specific workstream.
- Work closely with other humanitarian NGOs and networks in the context of joint advocacy initiatives at EU and Member States level.
- Represent NRC in various meetings and international fora.
- Act as a main focal point on EU policies for relevant areas of responsibilities.
Development
- Act as the in-house specialist in relation to delegated areas of Advocacy provision (country context or theme specific, and/or interlocutor specific) and provide advice, guidance to senior NRC colleagues (e.g., NRC Representation Office Directors, NRC Country/Regional Directors, and Heads of Programme, Secretary-General's Office).
- Provide technical support, advice, guidance, and capacity building to NRC in-country advocacy leads and to colleagues in other NRC offices in relation to own specialist and lead areas of advocacy.
- Contribute to further increase NRC's profile on the EU scene including, when relevant, through strategic use of media and social media.

What you will bring:
- University degree or equivalent qualification in international relations, law, or social studies.
- At least 7-10 years of professional experience in humanitarian settings and complex crises.
- Demonstrated experience in leading humanitarian advocacy strategies that impact on major institutional decision makers.
- Previous experience in representing NGO's, donors, or UN agencies in formal settings.
- Understanding and interest in EU foreign policy, European institutions, and processes.
- Demonstrated experience in developing sound and actionable policy recommendations tailored to their interlocutor. Ability to present arguments in a structured, compelling, and articulated manner.
- Previous experience in drafting speeches, talking points, and position papers. Good research and analytical skills.
- Working knowledge of international law, IHL, humanitarian principles and of the humanitarian system.
- Creative thinking and problem-solving skills. Political and cultural awareness.
- Excellent interpersonal and communication skills, including negotiation skills.
- Fluency in English, both written and verbal.
- Impeccable writing and editing skills.
- Strong planning and administrative skills, including full computer literacy (MS Word, MS Excel, MS PowerPoint).
- Organisational skills including the ability to multitask, prioritise and work efficiently with limited supervision.
- Comfortable in a multicultural professional and/or NGO environment.
- Availability to travel regularly within the EU and externally is an asset.
- Knowledge of French is an asset.

Western Norway University of Applied Sciences (HVL) has a vacancy for a position as PhD candidate linked to the "Bump2Baby & Me+" project at the Faculty of Health and Social Sciences, campus Førde, Bergen, Stord or Haugesund
The position is linked to Department of Health and Caring sciences, Section of Specialist Nursing.
The PhD project is titled: “Artificial Intelligence for Personalised Digital Health: Targeting Enhanced Engagement, Health Outcomes and Maternal Support Perception for Women at Risk of GDM”, linked to the Bump2Baby & Me+ project, funded by the EU and the Research Council of Norway.
The PhD candidate will be part of an approved four-year PhD program, with 25% of the time dedicated to career-enhancing activities.
The position is a recruitment position aimed at contributing to an active and developing research environment at HVL.
Responsibilities and Work Area:
The PhD position is anchored in the Bump2Baby & Me+ research project, which aims to implement health-promoting interventions for women at increased risk of gestational diabetes (GDM) ( Bump2Baby and Me Plus).
The PhD project will use artificial intelligence to evaluate and inform digital health interventions for women at increased risk of GDM. The project will primarily utilize data collected from a completed randomized controlled trial (https://bump2babyandme.org/ ).
By combining advanced machine learning techniques with qualitative methods, the project will investigate usage patterns and engagement levels with a health app across multiple European countries. The goal is to identify factors that can improve health outcomes for both mother and child and strengthen the implementation of digital health interventions in clinical practice.
The candidate will be a member of the DiaBEST research group, which focuses on the psychosocial aspects of living with diabetes or other chronic diseases: https://www.hvl.no/forsking/gruppe/DIABEST/.
Associate Professor Hilde Kristin Refvik Riise is the project leader and main supervisor. The position is funded by the Faculty of Health and Social Sciences at HVL.
The PhD candidate will be enrolled in the PhD program Responsible Innovation and Regional Development (RESINNREG) at HVL, an interdisciplinary doctoral program examining how innovation can address social, economic, and environmental challenges in regional contexts. Currently, the program has 36 PhD candidates enrolled.
The main supervisor and candidate will develop a detailed plan for the PhD training to be included in the application for admission to RESINNREG. Admission to the program should normally be applied for within three months of employment. The candidate’s project must be aligned to meet the admission requirements.

- Applicants must have a relevant master’s degree with academic qualifications in digital health, data analysis, and/or machine learning applied to health research.
- Admission to the PhD program requires a 120 ECTS master’s degree, including a master’s thesis of at least 30 ECTS. A minimum grade of B is required for the thesis and an overall average grade of C for other courses.
- The master’s thesis (at least 30 ECTS) must be submitted by the application deadline, and the master’s degree must be approved no later than four weeks after the application deadline.
Preferred qualifications:
- Interest and preferably experience in responsible innovation and implementing health interventions in clinical practice.
- Broad experience in digital health, data analysis, and machine learning.
- Strong competence in research methodology, analysis methods, and statistics.
- Scientific publications (number, quality, and relevance to the field).
- Experience in research related to pregnancy, women’s health, or gestational diabetes.
- Experience in international research, innovation, or improvement projects.
- Competence in programming and analytical tools (e.g., R and Python).
- Experience with Principal Component Analysis (PCA) and cluster analysis in health research.
- Proficiency in English, Norwegian, or another Scandinavian language.

Dine kvalifikasjoner

The starting date is 1st September 2026, or as soon as possible.
Job description
The project aims at determining in situ structures of axo-axonic synapses at the axon initial segment (AIS) of neurons through cryo-electron tomography (cryo-ET), and obtaining new insights into the ultrastructural organization and mechanism of AIS, a critical neuronal compartment in formation and regulation of action potentials. Based on prior work in the laboratory, a full pipeline of procedures is established and ample microscope time, generous resources, highly skilled support staff and thriving research communities are available to the project.
Both primary neuronal cultures and brain tissue samples will be used. Targeted identification will be achieved by e.g. cryo-immunofluorescence (cryo-CLEM) and immunogold. Cryogenic focused ion beam milling methods will be used to prepare lamella samples for high resolution cryo-EM imaging and tomography.
From AI assisted image analysis, 3D models for key proteins and biomolecular complexes will be fitted into 3D reconstructions. Specific complexes will be approached by sub-tomogram averaging and single-particle analysis when relevant.
The project will entail the following specific aims:
- Ultrastructural insights into the organization of axo-axonic synapses and subcomplexes using cryo-ET
- Investigating and developing advanced procedures for targeting and lift-out experiments with native brain tissue samples
- In situ structure determination of AIS constituents and their adaptation to axo-axonic synapses
- Mechanistic/biophysical models for synaptic interactions with action potential signals generated at AIS
Examples of other tasks:
- Establish and develop experimental protocols and pipelines and implement data management compliance.
- Presentation of your work in various meetings (locally at the department, national and international meetings, and conferences)

About the position
A PhD Research Fellowship is available at the Department of Physics, Faculty of Mathematics and Natural Sciences, University of Oslo, within the interdisciplinary research team GLIOFORCE – Targeting Cellular Biomechanics to Block Tumour Cell Invasion. GLIOFORCE is a newly established Life Science Convergence Environment that brings together physics, biomedicine, engineering, and pharmacy to address fundamental challenges in cancer research.
Starting date no later than September 15, 2026.
The fellowship period is four years, including 25 % of other career-promoting work. This may involve teaching and/or project-related activities such as contributing to consortium seminars, maintaining project websites, laboratory assistance, or other tasks that support the research environment.
No one can be appointed for more than one PhD Research Fellowship period at the University of Oslo.
Job description
Glioblastoma (GBM) is a highly invasive and lethal brain cancer whose progression is strongly governed by cellular and nuclear mechanics, cytoskeletal organization, and interactions with a mechanically heterogeneous brain microenvironment. The GLIOFORCE project explores mechano-adaptation as a targetable vulnerability in this aggressive disease.
The successful candidate will join an interdisciplinary research consortium and work closely with three other PhD students, combining theory, computation, and experiments to model and manipulate the physical forces experienced by invading cancer cells. The overarching goal is to identify biomechanical “weak points” in cancer cell invasion and to inform the development of innovative, mechanics-based intervention strategies. By focusing on the biomechanics of cancer cell spreading, GLIOFORCE seeks to open new avenues for the treatment of aggressive cancers such as glioblastoma.
Within this framework, the present PhD fellow will develop and analyze active-matter physics models of GBM cell deformation and invasion, with particular emphasis on identifying biomechanical tipping points at which invasion becomes mechanically unfeasible. The work of the PhD fellow will be theoretical and computational in nature and include:
- Developing physics-based, deformable cell models of glioblastoma invasion that incorporate nuclear and cytoskeletal mechanics
- Applying active-matter theory to describe transitions between collective and singlecell invasion in confined and mechanically heterogeneous environments
- Calibrating and validating models using experimental data from imaging, biosensors, and microchannel assays, in close collaboration with experimental partners
- Identifying biomechanical regime shifts and tipping points, and contributing to an open-source computational framework for cancer invasion modelling
The project offers a highly interdisciplinary research environment spanning physics, cell biology, materials science, and advanced imaging.

About the position
Are you looking for a PhD opportunity that combines rigorous AI research with high-impact problems in next-generation wireless systems? We are recruiting a talented and motivated PhD student for a Research Council of Norway-funded project in collaboration with NTNU and SINTEF Digital. The research focuses on advanced signal analysis and machine learning methods that enable robust operation and service continuity in future wireless networks under challenging radio conditions.
As a PhD student, you will develop state-of-the-art learning and inference methods to detect and characterize anomalous radio behavior and to design algorithms that remain reliable under practical constraints. Depending on background and interests, the work may involve robust detection under distribution shifts and unseen interference conditions, resilient federated/decentralized (collaborative) learning, and reinforcement learning for adaptive decision-making. A key aim is to connect wireless phenomena to learning robustness by combining physical-layer signal structure and signal-processing insights with trustworthy learning principles.
You will join a dynamic, collaborative team conducting rigorous AI and signal processing research with clear relevance to future wireless systems. The work emphasizes principled modeling, reproducible experimentation with open datasets and simulations, and publication-ready contributions targeting leading venues in machine learning and wireless communications. You will also have opportunities for international collaboration with leading research groups through joint publications, visits, and conference presentations.
Your immediate leader will be the leader of the signal processing group.

Required selection criteria
- You must have a relevant Master's degree in Electrical Engineering, Computer Science, Applied Mathematics, or equivalent. Your course of study must correspond to a five-year Norwegian course, where 120 credits have been obtained at master's level. Master’s students can apply, but the master's degree must be obtained and documented before starting the position.
- You must have a strong academic background from your previous studies and have an average grade from your Master's degree study, or equivalent education, which is equal to B or better compared to NTNU's grading scale. If you do not have letter grades from previous studies, you must have an equally good academic foundation. Salary and conditions
In the position of PhD Candidate, code 1017, your gross salary will normally be NOK 550 800,-per annum depending on qualifications and seniority. A 2% statutory contribution to the State Pension Fund is deducted from the salary.
The employment period is 3 years for the doctoral work, with a possible extension of up to one year of career-promoting work.

About the position
The Department of biological sciences (IBA), NTNU seeks a highly qualified, ambitious and motivated candidate to further advance biological monitoring of the marine environment.
A deep understanding of marine ecosystems is essential for the sustainable and responsible use of the ocean. Despite significant increase in available ocean data, we still lack a comprehensive monitoring system capable of capturing the complex interplay of biotic and abiotic factors, as well as the impacts of human activities in coastal areas.
Recent technological developments vastly extend our suite of tools for marine observation. Uniting these technologies with domain knowledge at the intersection of environmental sciences, biology and technology will strongly improve our understanding of marine systems.
The successful candidate will contribute to an initiative that integrates novel measurement techniques with artificial intelligence and autonomous vehicles to enable next‑generation marine monitoring. They will join a highly cross-disciplinary team with competencies in marine systems, marine biology, aquaculture, water analyses, marine and maritime technology, and artificial intelligence.
The postdoctoral fellowship position is a temporary position with a goal to qualify for work in senior academic positions.
The position reports to Head of department.
About the project
This project builds on our work on systems for sampling and processing large water volumes for plankton analyses and optical and acoustic nekton monitoring. The research question driving this project is how marine parasites disperse from their hosts and what risk they pose to both wild and farmed fish. Specifically, we have been working on salmon lice in commercial aquaculture. Current efforts use machine learning (object detection) to automatically quantify parasites in the sea, with ongoing extensions targeting the detection and enumeration of fish eggs and microplastics. This project will expand our work by combining autonomous water sampling and semi-autonomous analyses with an extensive monitoring program over several years. Different additional methods, including molecular-biological, optical and acoustic methods (both on plankton and nekton) may be used to complement these datasets to deepen our understanding of marine systems.
This project is expected to drive rapid advances in ocean science, and it has the potential to directly support improved industrial practices of human activities in the sea, marine environmental management and marine governance. The position offers some flexibility to align research actions with specific interests and strengths of the successful candidate.
This position is closely connected to the development of the Fjordlab infrastructure and related projects at Campus Ålesund, as well as the InnoSea research group at IBA. The department maintains strong ties with regional industries, both in the health and the marine sector, and it focuses on interdisciplinary research and research-based innovation related to sustainable salmon farming, the marine environment, marine ingredients, and medical and laboratory technology. Main duties of the position
The interdisciplinary nature of this position demands efficient collaboration in a team with domain knowledge in the marine environment, marine biology or ecology, technology and automation. It is therefore important for the successful candidate to be open to learning skills allowing proper communication and collaboration with participants from other subject areas.
Specific tasks include:
- Further development of methods and sampling protocols for water and plankton analyses
- Utilization of autonomous vehicles in environmental monitoring. No previous knowledge of these systems is required at the start of this position.
- Field work, installation of sensors and collection of samples.
- Data collection and analysis of the distribution and behavior of plankton and nekton, which again is linked to environmental status and biological models.
- Use and possibly further development of models based on object recognition, to identify and count marine organisms in water samples and from camera feeds.
- The use of acoustic methods for monitoring nekton. This is not mandatory but can be included to support evaluations of host-parasite interactions.
- The use of molecular-biological methods for analyses and monitoring or marine organisms and pathogens in collaboration with other researchers. This is not mandatory but can be included as a further extension of a more capable monitoring system.
- Publication and other dissemination of results to the scientific community and other relevant stakeholders.
This postdoctoral position will lead to the qualification of the successful candidate as associate Professor, and building of pedagogic competence, teaching and supervision will be part of this position.
The focus of the methods being used in the project will be adjusted based on the competence profile of the successful candidate.
Required selection criteria
The successful candidate must:
- have completed a Norwegian doctoral degree in a relevant subject area, with a focus on the use of technology in biology or environmental sciences. Alternatively, the successful candidate must hold a corresponding foreign doctoral degree recognized as equivalent to a Norwegian doctoral degree in the same research areas.
- have experience from field work or laboratory work. This project will require practical skills.
- have experience in the administration and analysis of large datasets.
