In the Department of Physics in the group Theorectical Physics II at the Technische Universität Ilmenau (Germany) is a vacancy for a PhD position in Photonic Reservoir Computing (EU Researcher) (f/m/d) to promote their own academic qualifications within the meaning of Section 2 (1) of the German Academic Fixed-Term Contract Act (Wissenschaftszeitvertragsgesetz) starting from July 2026. The Theoretical Physics Group at the Technical University of Ilmenau is seeking a candidate for a PhD position to research adaptability and memory in physical reservoir computing systems. The PhD student will participate in an international team in an EU-funded Doctoral Network project called MINDnet. The project consists of 15 PhD students at 7 universities, one research center and two companies. The project has partners from eight different EU countries. All 15 PhD projects are within the overall theme of neuromorphic computing and analog signal processing, targeting applications in the fields of communication, sensing, geolocalization, space and biomedical. Apart from the time at TU Ilmenau there will be secondments of minimum 3 months at HP Enterprise (Belgium) to study large-scale neuromorphic chips, at Technical University of Denmark (Kopenhagen) to study optical ring resonators, and University College London (UK) to study optical excitation in memristors. There will also be regular meetings with the other 14 PhD students in the doctoral network, including 4 training schools and two workshops. As a participant of the project, the PhD student will become part of a team at TU Ilmenau with expertise in modelling photonic devices and physical reservoir computing systems. The activities within the project will benefit from synergies with other projects in the group as well as with other activities at the department. The main supervisor will be Prof. Dr. Kathy Lüdge from TU Ilmenau. Your tasks The position includes the following responsibilities: The exponential surge in artificial intelligence (AI), internet traffic, and online services demands a revolutionary leap in devices, computing architecture, and integration technologies. As digital computing struggles to keep up with the growing demand, in MINDnet will investigate neuromorphic computing as a promising solution to support such a demand by getting inspired by the brain’s powerful and energy-efficient processing capabilities. MINDnet aims at addressing the challenge through a holistic optimization - from individual computing devices to the overall architecture, including a focus on applications, and training methods - across multiple technological platforms - photonics, electronics, biological neurons. Photonics is a promising platform however it suffers from relatively energy-inefficient nonlinearities, e.g. compared to electronics. Resonant structures can enhance the nonlinear interaction and therefore increase the energy efficiency of the process. This PhD project aims to get an in-depth analysis of the memory and adaptability in physical reservoir computers by modelling and nonlinear dynamics analysis of complex laser systems . The project will consist among others of the following tasks: - Bifurcation analysis of the optical devices used as computing units - Investigate ML tasks where short-term memory is required, i.e. time series prediction or speech recognition, with respect to the bifurcation structure of the underlying optical networks - predict good operation regions with augmented memory using input and output delay. The doctoral candidate (DC) is expected to travel to network partners under three secondments for a typical total duration of 2-3 months. Additionally, the DC is expected to participate in outreach activities including, but not limited to, YouTube videos, social media updates, participation in public events and campaigns, as well as dissemination to popular press. Institute has named the UKB “Germany’s Training Champion” and “Germany’s Most Attractive Employer” for the fourth consecutive year.   The following part-time position (25 h/week) is to be filled as soon as possible in the Klinik für Neuroonkologie of the University Hospital Bonn:   PhD Student / Doktorand*in - Tumor Microenvironment of Brain Tumors Using Organoid Models (m/f/d)   The position is limited to four years due the project.   Our newly established Experimental Neuro-Oncology group at the University Hospital Bonn (UKB) (PI: Prof. Sevin Turcan) investigates molecular and cellular mechanisms of brain tumor initiation, progression and therapy resistance. A central focus is on how brain tumors interact with and remodel their microenvironment. We combine patient-derived tumor models, brain organoids, advanced imaging and multi-omic approaches to dissect glioma–microenvironment crosstalk and identify actionable vulnerabilities. What we are looking for:

NRC Europe (Belgium) is seeking a seasoned Senior EU Policy and Advocacy Adviser to shape and elevate our advocacy towards the EU and its Member States across NRC's priority themes. In this role, you will drive forward NRC's global strategic ambitions while strengthening policy influence and advocacy capability across country and regional teams.

What you will be doing:

You'll play a key role in driving our mission forward. Your main areas of focus will include:

Policy and Advocacy

• Lead on global advocacy priorities efforts targeting the EU and its Member States initiated by Head Office, Regional, Country Offices and/or other NRC representation offices.
• Monitor relevant EU/MS foreign policy developments affecting NRC's work, provide analysis to support NRC's understanding of EU/MS policies and processes, identify opportunities for influencing and informing NRC advocacy strategy and policy development.
• Propose, initiate, and implement advocacy initiatives geared to influence the policies and practices of the European Union and the Member States as part of NRC advocacy strategies.
• Advise, inform, and support the development of global policies and/or country-specific advocacy strategies and recommendations in collaboration with other NRC Representation offices, Advocacy Advisers, and Managers.
• Draft and disseminate high quality advocacy products: briefings, talking points, speeches, letters, reports, position papers, and other written materials for internal and external use as agreed.
• Organise or coordinate visits from field colleagues to Brussels to support NRC's advocacy objectives.
• Effectively liaise internally with file-holders to ensure coordination, consistency, and alignment of NRC messages with NRC's global policy positions and objectives.

Liaison and representation

• Develop and maintain constructive relationships with representatives of EU and Member State's institutions on specific workstream.
• Work closely with other humanitarian NGOs and networks in the context of joint advocacy initiatives at EU and Member States level.
• Represent NRC in various meetings and international fora.
• Act as a main focal point on EU policies for relevant areas of responsibilities.

Development

• Act as the in-house specialist in relation to delegated areas of Advocacy provision (country context or theme specific, and/or interlocutor specific) and provide advice, guidance to senior NRC colleagues (e.g., NRC Representation Office Directors, NRC Country/Regional Directors, and Heads of Programme, Secretary-General's Office).
• Provide technical support, advice, guidance, and capacity building to NRC in-country advocacy leads and to colleagues in other NRC offices in relation to own specialist and lead areas of advocacy.
• Contribute to further increase NRC's profile on the EU scene including, when relevant, through strategic use of media and social media.

What you will bring:

• University degree or equivalent qualification in international relations, law, or social studies.
• At least 7-10 years of professional experience in humanitarian settings and complex crises.
• Demonstrated experience in leading humanitarian advocacy strategies that impact on major institutional decision makers.
• Previous experience in representing NGO's, donors, or UN agencies in formal settings.
• Understanding and interest in EU foreign policy, European institutions, and processes.
• Demonstrated experience in developing sound and actionable policy recommendations tailored to their interlocutor. Ability to present arguments in a structured, compelling, and articulated manner.
• Previous experience in drafting speeches, talking points, and position papers. Good research and analytical skills.
• Working knowledge of international law, IHL, humanitarian principles and of the humanitarian system.
• Creative thinking and problem-solving skills. Political and cultural awareness.
• Excellent interpersonal and communication skills, including negotiation skills.
• Fluency in English, both written and verbal.
• Impeccable writing and editing skills.
• Strong planning and administrative skills, including full computer literacy (MS Word, MS Excel, MS PowerPoint).
• Organisational skills including the ability to multitask, prioritise and work efficiently with limited supervision.
• Comfortable in a multicultural professional and/or NGO environment.
• Availability to travel regularly within the EU and externally is an asset.
• Knowledge of French is an asset.
